The connection queue went from 41 GW to 125 GW in under a year, and datacenters account for at least 80 of those gigawatts. Developers file the same campus in several locations at once to reserve power they may never draw. Ofgem wants up to £712,500 per megawatt just to apply, refundable, topping out around 7.5 percent of project cost. A serious project survives a refundable deposit. That is the point of it.
