“Therefore, elevators with a “door close” button that isn’t “hooked up” will fail their annual inspections.”

The “80% of door close buttons do nothing” stat traces back to one elevator museum curator on a 2014 Radiolab episode. Fire service mode needs the button, and inspectors test it. The real culprit is the ADA minimum hold time, up to ten seconds in a normal lobby. Installers set the regular hold time to that same minimum, so the window where the button works is zero seconds.
