“The word ‘recall’ for an over-the-air software update is anachronistic and just flat wrong!”

The NHTSA notice says FSD Beta drives straight through intersections from turn-only lanes, rolls stop signs and runs yellow lights. Owners paid $15,000 up front, or $199 a month, to test it on public roads. Musk’s complaint is the word “recall,” not the cars blowing through stop signs. The filing itself calls the product a Level 2 driver aid that the human must “constantly supervise,” which is not what “Full Self-Driving” means.
