“Doing so, bill sponsors said, will address the inefficiency that can happen when agencies unknowingly hire contractors to develop code that has already been developed for another agency.”
Washington spends roughly $12 billion a year on software, and agencies have been paying contractors to rebuild code another agency already owns. The SHARE IT Act makes them list custom code and share it. CIOs get 180 days to write policies, and classified and national security code is exempt. Contractors have been selling the same software to the government twice, and it took an act of Congress to notice.
