The bill contains no requirement that a significant portion of a site consist of explicit content, which drags Netflix, Reddit, Discord and Bluesky into the same net as the sites it claims to target. Self-attestation is banned outright, so every user hands a government ID or a face scan to a third-party verification vendor with no meaningful retention limit. It also flags known VPN traffic for age checks, which tells you the actual goal is making anonymous browsing expensive. Sold as protecting kids, built as an identity database for the whole web.
