Vouchers Promise Students With Disabilities a Path to Private School. Parents Say That's Not the Reality.

The word “choice” is doing enormous work here. Parents get a voucher. Private schools get a veto. A school that does not want to fund an aide or an accessible classroom simply declines the kid, and the money goes back while the family stays in the public system they were told to leave. Florida moved $1.7 billion on a promise it never required anyone to keep.
