OpenVPN and WireGuard were never built to hide. Any state with deep packet inspection at every ISP can fingerprint them and drop the traffic. SSH breaking too means the filter is blunt and nobody in charge cares about collateral damage. Moscow is copying the Great Firewall playbook line by line.
