Azure, GCP and even Oracle let you set a hard billing limit. AWS gives students a “free” tier with no cap and a bill that lands after the damage is done. The refund depends on knowing to ask, and on someone nudging support on Twitter. A spending cap is a solved problem. AWS just makes more money without one.
