“In this release, we have switched from Terraform to OpenTofu due to forthcoming Terraform licensing changes”

Oracle’s E-Business Suite Cloud Manager now runs on OpenTofu, and customers “must” upgrade to 24.1.1.1 by June 30. HashiCorp moved Terraform from MPL 2.0 to the BSL in 2023 and IBM agreed to buy the company for $6.7 billion in April. The licence change pushed one of the largest software vendors onto the Linux Foundation fork. Oracle swapped the engine under its own branded tool and made its customers do the upgrade.
