Qualified immunity was invented by judges, not passed by any legislature. New Mexico has had 120 fatal police shootings since 2015. The coalition behind the bill ran from the ACLU to the Koch-funded Americans for Prosperity. When both ends agree, the only people left defending the doctrine are the ones it protects.
