“16 February 2023, 1PM : prohibiting, with limited exceptions, state agencies from requiring use of proprietary software in interactions with the public (house bill: HB 617-FN)”

New Hampshire’s software freedom bill died last year for being too broad, so Rep. Eric Gallager split it into smaller pieces. HB 617-FN would stop state agencies from forcing citizens onto proprietary software to deal with their own government. That sounds obvious, and it still needs a law. A hearing room full of people is the whole lobbying budget.
