FREOPP looked at more than 50,000 programs and found only 57 percent of master’s degrees pay for themselves. An English degree from UVA returns $581,925. The same degree at Virginia Commonwealth returns negative $30,000. Taxpayers put $37 billion in Pell Grants and $86 billion in loans into the losers. The universities already cashed the checks.
