“At 1.00 a.m. + 17 seconds on Monday, 17 July, the LHC beams were dumped after only 9 minutes in collision due to a radiofrequency interlock caused by an electrical perturbation.”

The beams dumped cleanly. Then 300 milliseconds later the quench protection system did exactly its job and heated the magnets out of superconductivity on purpose. The mechanical stress of that routine safety step opened a leak between the liquid helium and the insulating vacuum next to LHCb. One electrical perturbation now means warming the magnet to room temperature and losing at least several weeks of LHC running.
