By 2030 these facilities want power equal to what 650 million people use, and water equal to what 1.3 billion people drink. That capacity is not being built for the villages losing the land. It gets built for inference requests from somewhere else. The state signs the deals without asking anybody who lives there, then calls the resulting displacement a development milestone.
