“US fabs are also more expensive to build than in other parts of the world, with estimates ranging from 30% more expensive (per Intel) to up to four times as expensive (per TSMC).”
A fab cost about $31 million in today’s dollars around 1970. Samsung’s plant in Taylor, Texas is projected at $25 billion. Process tools are 70-80% of the bill, and a large fab draws 100 megawatts. Building it in the US adds somewhere between 30% and 300%, depending on which chipmaker you ask. Intel builds here and says 30%. TSMC says four times.
