“Google replaced pushing Git tags for certain source code with obtaining source code via Google Drive after making a request through Google Forms. It’s completely ridiculous and they’ve gradually become very slow at handling requests. They’re in clear violation of the GPLv2 now.”

A Google Form is now the interface to GPL-licensed source. The license requires the source, not a request queue that Google controls the latency of. Nothing here is a formal policy change anyone announced, which is exactly how AOSP has been narrowed for years. Slow-walking a form is a way to comply on paper while making downstream forks impractical.
