Voys makes an open source dialer. It needs your contacts to dial them, and it never uploads them. Google decided otherwise, rejected the updates and ignored the appeal. Voys ripped out the contact caching that made the app fast, and Google rejected it again. The code is public. Nobody at Google read it.
