A site got blocked for clearing a threshold by nine tenths of a percentage point. CUII then clarified that 81.5% “is not a fixed quantitative limit,” which is the tell. The number exists to make the decision look arithmetic instead of discretionary. Nobody audits how the percentage gets calculated, and the entity doing the calculating is the industry group asking for the block.
