France’s digital government office shipped a working alternative to Microsoft 365 and put the source on GitHub for any other country that wants to fork it. Germany will. The Netherlands will. The UK probably will not because it is too far down the Microsoft enterprise agreement to escape. Five years from now, public sector software in Europe is going to look very different from the AWS-and-Azure setup most American institutions assume is permanent.
