The CLOUD Act made every American cloud product a sovereignty risk for any government that valued sovereignty. France finally did the math and acted on it. Microsoft Teams is the harder migration. Zoom was always replaceable. The bigger story is that the European public sector is now committed enough that the alternatives will get the funding they need to actually compete on features, not just on jurisdiction.
