“Within hours, they realized they had the wrong car.”

Richmond police ran a vague Flock search, got a 2012 Elantra with child seats in it, and had it towed at 2 a.m. while an officer on body cam doubted it was the right car. They figured out their mistake the same day. They told the owner four days later. The tow ripped the bumper off and wrecked the suspension, the tow company says it wasn’t them, and the car is a total loss. Nobody at the police department is paying for any of this. That is the surveillance dragnet in one story: the camera is never wrong, and the bill always lands on the citizen.
