“The FBI does not adequately track or account for electronic storage media, such as internal hard drives and thumb drives, once they are extracted from larger devices, which increases the risk of these media being lost or stolen.”
The Inspector General found FBI drives holding Secret and Top Secret data unlabeled, untracked once pulled from computers, and stored unsecured while waiting for destruction. The surveillance cameras at the destruction facility did not work. The fix on offer is a new policy directive and some cages. The agency that wants your encryption keys cannot keep track of its own hard drives.
