The Dutch Cabinet is giving schools until October 1 to keep phones out of classrooms on their own, with national rules held in reserve. Teachers had been asking for exactly that for some time. The government’s first answer was to let schools sort it out, which is the thing teachers said they could not do. It took months for the Cabinet to hear the people actually in the room.
