The DEFEND IP Act lets any rightsholder who claims infringement get a court order blocking a whole site. There is no penalty for a bad-faith request. The site owner has to hire a lawyer to get it back. This is SOPA with a new acronym, and Hollywood will keep renaming it until Congress stops paying attention.
