GitHub’s “40 percent of code” stat counts a suggestion as kept if it roughly survives a few minutes. And 30 seconds after you accept or reject one, the extension grabs a snapshot of your code around it. You pay for Copilot, and your code flows back to Microsoft as telemetry. Nobody reads the fine print on that.
