Ten years after the Paris Agreement, negotiators at COP30 in Belem, Brazil failed to include fossil fuel transition language in the final deal despite support from over 80 countries. Gulf states, Russia, and India blocked any explicit mention of oil, gas, and coal. The summit did agree to triple funding for climate adaptation, and Brazil’s COP president announced plans to develop voluntary transition roadmaps over the next year. The US was notably absent from the talks after the Trump administration withdrew from climate negotiations.
