Beijing added five more rare earths to its export control list, bringing the total to twelve. China produces over 90% of processed rare earths. These controls now include extraterritorial provisions. Products made outside China using Chinese materials need licenses too. This is China borrowing the foreign direct product rule that the US invented to restrict chip exports. Turnabout is fair play.
