Congress wants every AI company to ship the same federally prescribed family account, complete with full conversation logs and tooling to monitor and analyze teen activity at scale. It extends COPPA consent rules from under-13s to every teenager, and the surveillance features are on by default. A kid asking a chatbot about depression or their sexuality now generates a parental alert. Building a mandatory transcript archive of teenage conversations is the security incident, not the safeguard.
