California closed salmon fishing along its entire coast, only the second time ever. Forecasters expected 196,000 adults back in the Sacramento River and got 60,000. Agriculture takes an estimated 80 percent of the state’s water, and charter boats, bait shops and fuel docks split the bill. Central Valley farms keep the water and the coast keeps the losses.
