Article 19 required a judge to order a takedown before a platform was on the hook. Brazil’s Supreme Court replaced that with liability on notice, so a company now decides in-house whether your post is illegal. Every platform will delete first, because the cost of a wrongful removal is zero and the cost of guessing wrong the other way is a lawsuit. The proactive reporting rule also hands the government the post and the identifying data on the user who wrote it.
