The $7 recreation fee goes to the park. The lottery application fee goes to a defense contractor. The odds of winning are 4 to 10 percent, so most people pay Booz Allen for nothing. A judge already ruled the fee setting conflicted with the law, and the BLM dropped its appeal anyway.
