Apple is citing Guideline 2.5.2 to kneecap apps that let people build software without writing code. The official reason is security. The real reason is that vibe-coded apps threaten the App Store’s 30% cut by turning every user into a developer who doesn’t need to pay Apple’s toll. Can’t have that.
