Apple now allows emulators for game consoles but rejected UTM because a PC is not a console. It also refused to notarize UTM for EU third-party stores under rule 4.7, a rule Apple’s own guidelines page marks as not part of notarization review. The version UTM submitted already had JIT disabled to meet Apple’s rules, and it was still too much. The EU forced alternative app stores open, and Apple still holds the key to every one of them.
